An enforceable offer for a pavement requires at least product use, route size, vehicle condition and ground conditions. Only a price per square metre of a thickness can be asked to determine the number of plates, connections, packaging and suitability. The purchaser should first indicate whether the project is a temporary road, parking lot, grassland protection or equipment area, with information on length, width, turn and exit.
Vehicle information includes maximum load weight, axle load, tyre or tracked size, daily number, velocity and frequency of turn and brakes. Ground information is provided on concrete, rubble, grassland, sand, clay or backfilling, and records of water accumulation during the rainy season, car tracks and molluscs. The photographs should contain a panorama, a perigee and a reference size, with a route video if necessary.

Product requirements should include expected dimensions, thickness ranges, colours, textures, handles, connections and markings. If recommended by the supplier, no pre-locking of the thickness is required, but the number of handlers, forklift capacity, number of reuses and planned lifetimes are indicated. Projects with low temperature, strong UV, oil contamination or chemical exposure should also be proposed in advance.
Business information includes expected quantities, acceptance of a whole container, MOQ, destination port, trade terms, expected delivery period, packing restrictions and destination discharge equipment. If the procurement volume has not yet been determined, the vendor may be allowed to calculate the base quantity in accordance with the road map, with a separate standard container volume and actual project volume. The need for a mix should identify different specifications and priorities for accessories.
In order to facilitate comparison, the same request for quotations should be sent to suppliers, with a request for quotations indicating the material, size difference, unit weight, connector, quantity per bundle, number of containers, period of delivery and period of validity. Completeness of information not only increases the speed of quotations, but also reduces later price changes and back-to-work resulting from different understandings of specifications.
