Procurement of temporary parking areas cannot simply be divided by the area of space by a single plate because of different coverage requirements for vehicle access, parking spaces, turn areas, access points, fire escape routes and drainage boundaries. The project should first determine which areas must be laid consecutively, which areas need only two wheel belts and which areas need to be greened or spaced. The full plan is the basis of quantitative accounting.

The calculation is based on a grid that is built to the size of the plate, which is actually effective, after deducting the possible loss from the connection structure and the peripheral connection. The vehicles in the parking spaces are usually slow, but are subject to a high number of reorientations; the main corridor is subject to repeated traffic and the entrance is subject to brakes and turnovers, which often requires more complete coverage of these areas. Where the site has a tree pool, a light pole, a well cover and a ramp, separate cut-off programmes should be drawn to avoid extensive cutting at the site.

The number of panels would also take into account the order of construction and turnover. Large-scale events may be open and the same plates may be moved at different stages; long-term parking will not be suitable for frequent dismantling. The back-up ratio should be determined on the basis of the risk of on-site damage, the distance of supply and the time of replacement, with the edge of the alien plate, the bridge plate and the connector being separately measured. Purchases are made on a net area basis only, and there are regular shortfalls at the last turn or exit location.

Loading and unloading also affect the final quantity. The supplier shall provide the unit weight, the quantity per bundle, the size per trailer, forklift requirements and the projected container load. In the absence of a forklift of sufficient tonnage at the project site, packaging requires a single bundle of weight, which may change the quantity of each container and the time of discharge. The procurement party should confirm the location and sequencing of the stacks prior to the order in order to align the consignment with the construction plan.

The quotations should include a total plan with sizes, number of parking spaces, type of vehicle, condition of the ground, number of days used, projected weather, access and fire-fighting requirements. The supplier is required to return the sheet layout, the quantity list, the connector and the spare, instead of reporting only the unit price per square metre. The volume of purchases calculated by the divisions is closer to actual requirements and facilitates subsequent acceptance and inspection and inventory management.
